Carl grew up in Pope and Yell counties of Arkansas. Primary education was at Russellville, Dover, and Western Yell County. After high school, he began college at ATU and finished in Florida. After that, Carl lived in San Diego for approximately 4 years working for a mortgage brokerage as a lender. In 2005, Carl returned to Russellville, Arkansas, and began working for Arvest Bank. During this time he worked as a consumer, mortgage, and commercial lender. In 2016, Carl accepted a position as SVP with River Town Bank and managed the Russellville loan portfolio. In late 2019, he went to Centennial Bank again managing the commercial loan portfolio for the River Valley area.
Carl is married to Lori Kirtley, a librarian with Russellville School District and they have two sons that are 11 & 13, KG and Cale Kirtley. The Kirtleys live in Pottsville, AR and attend First Baptist Church of Pottsville.
Carl is also a past Chamber Board Member, current Chamber Ambassador, Past President of Russellville Rotary, and serves on numerous boards throughout the community. He spends most of his free time involved in youth sports both as a coach and volunteer.
